We have no personal knowledge of Sir E.V.Forks, Bart, nor is he known to our Consulting Harbour Engineers. He is, however, a Member of the Insti- tute of Civil Engineers and was associated with the late Mr T.A. Walker in building the Fary Docks, Freston Docks, Manchester Ship Caral, Inner Circle Railway and other Works, also with Mr.C.Walker in carrying out Earbour works at Rio de Jan- eiro for the Brazilian Government and at Buenos Ayres for the Argentine Government. He appears, however, to have retired from the firm of Walker & Co. in 1912 and so far as we are aware he has not been con- nected with contract work since that date.

We believe that it is the Colony's intention to carry out harbour extensions at Hongkong departmentally.

Proposed Works at Hong Kong Harbour.

About two years ago the Government had under consılaration some proposals to improve Hong Kong narcour, which was then, and still is, very congested with the immense traffic at that Port. I think I LLC correct in saying that the Jolonial Office called for a report which was made at the time by Messrs. Coone, Fitzlaurice, Wilson and Hitchell.

I do not think these Works have yet been undertrusen, but they

are certainly very greatly needed.

I should feel obliged if you would kindly let me know what steps, if any, the Government propose to take with reference to this work, and if agreeable to your Department I shali ve gian to submit a proposai for carrying out the works in accordance with the plans of the late .ir Maurice Fitzlaurice'a firm.
